What is NOBLE?
Northern Ohioans for Budget Legislation Equality (NOBLE) is a grassroots coalition that was founded by May Dugan Multi-Service Center, Merrick House, and Organize! Ohio that is now supported by many other individuals and organizations. These include: Universal Health Care Action Network of Ohio, The Community Partners for Affordable, Accessible Health Care, United Clevelanders Against Poverty, Neighborhood Family Practice, Lutheran Metro Ministry, Northeast Ohio Coalition for the Homeless, and The Cleveland Tenants Organization. NOBLE is advised and provided data by Policy Matters Ohio.
NOBLE works on issues surrounding the constant attack on state funding for Health and Human Services. We work on grassroots efforts to push state representatives and senators to reform the tax system so that vital programs on which our communities depend are not cut or eliminated in order to reduce taxes for the wealthy.
Based in Cleveland, we work to educate and mobilize communities across the state, to provide a citizen voice at the legislative level. NOBLE seeks to bring a collective community voice around health and human services funding in the biennium budget process, budget and budget correction bills.
NOBLE was born out of the need for a direct community response in 2003 when then Governor Taft proposed cuts that would have devastated health and human services in that biennium budget. Community education, engagement, and organizing began in January, 2003. The state budget was passed in June, 2003. Our efforts, along with those of others, helped save millions of dollars for health and human services in that state budget. With your help and support we can accomplish even more.
This year we will be working on the 2016-2017 state budget, advocating for a rollback of the business and income tax reforms which have depleted the state's revenue.

The national economy is still weak and Ohio’s revenues continue to fall below what’s required to meet people’s rising needs. In response, Ohio has over-relied on reducing services that assist communities and vulnerable families. In its next two-year budget, our state faces a record shortfall of up to $8 billion. Schools, police, hospitals, libraries, and local services are all endangered. It will take a balanced approach that includes revenues to minimize the impact on Ohioans and ensure our state emerges strong when prosperity returns. We have joined One Ohio Now, a new coalition seeking such a balanced approach.
